CORE Program
Community Overdose Response Engagement
CORE is a peer-led overdose response and recovery support program. CORE partners with Dougherty County EMS and Phoebe Emergency Center to support individuals after an overdose and connect them with treatment, recovery resources, and ongoing support.
The program provides timely peer support, harm reduction education, and overdose prevention resources. It serves individuals who have experienced an overdose or who may be at high risk because of opioid use disorder.
Who the Program Serves
CORE supports individuals who have experienced an overdose or who are at high risk of overdose. The program also helps individuals who may be at risk for opioid use disorder and need connections to treatment, education, and recovery support.
Services May Include
- Peer support after an overdose
- Harm reduction education and overdose prevention support
- Education about opioid use disorder and recovery options
- Transportation to treatment facilities within Region 4
- Connections to treatment, recovery support, and community resources

Getting Started
Anyone can make a referral to CORE. This includes family members, friends, community partners, emergency responders, hospitals, or the individual seeking support.
To make a referral, call 229-299-4170 or email aspirecore@albanycsb.org. Referrals may also come through Dougherty County EMS, Phoebe Emergency Center, or Aspire’s Behavioral Health Crisis Center. (Link: tel:2292994170)

Success may include connecting individuals to treatment, reducing the risk of overdose, and building stronger recovery support. The program also helps individuals move toward greater stability, improved wellness, meaningful employment when appropriate, and stronger community connections.
Supporting Existing Crisis Services
R.E.A.C.H. adds to existing crisis services but does not replace them. Mobile crisis teams and emergency services remain available outside program hours or when urgent help is needed.
Program Impact
Success in R.E.A.C.H. may include fewer crisis events, fewer arrests, better access to care, and stronger connections to the services needed. By working together, Aspire and the Albany Police Department help create a more responsive and supportive system of care.
